Both are appropriate applications of Hand Cleanser. Rubbing Hand Cleanser all over the front and back of hands ensures good coverage of the solution. Hypochlorous solution works while moist. Allowing some moisture to remain after application and rubbing gives the liquid the best effectiveness against contaminating organisms.
It's also beneficial to lightly spray touch surfaces such as shopping cart handles, door knobs / handles, light switches, stair rails, etc.
